Peter Quince is the playwright, who's written this particular version of Pyramus and Thisbe; it's his play, therefore he gets to direct it, therefore he gets to assign the roles.

This is probably how previous plays were all produced within this troupe -- despite their misgivings with some of these assignments, the actors all respect Quince's judgement and accept their roles.
