Claudius is hiding just out of sight, along with Polonius, as they mean to eavesdrop on Hamlet's conversation with Ophelia, and hopefully learn whether for themselves whether or not Hamlet is truly mad.

CLAUDIUS
Her father and myself (lawful espials)
Will so bestow ourselves that, seeing unseen,
We may of their encounter frankly judge
And gather by him, as he is behav'd,
If't be th' affliction of his love, or no,
That thus he suffers for.
(Act III, Scene 1)
